It was Law Enforcement. 1. Correct procedure would have been for K9 and just a few handlers & backup to enter the woods instead of a massive search party and no dog. They would have found the girls very quickly by using just one K9, handler and a few others for backup. 2. Massive search party contaminated a potential crime scene because any phys. Evidence left by the Perp in the nearby woods that could have ID a potential kidnapper/child predator would instead point to a seemingly well intentioned member of search party or LE. 3. Called off search at midnight claiming girls not in danger, even though snapchat photos indicated they were not dressed in sufficiently warm clothes to survive night time temperatures outdoors. 4. Girls were found BEFORE K9 units arrived on scene the next day. Despite finding the bodies - proof of a heinous crime - the K9 unit was never brought to the crime scene, even though the dog would have been able to identify the smell of the girls on the perpetrator if he was on scene - as is so often the case in these sort of crimes. 5. Police Departments all over the country have sophisticated electronic surveillance equipment called "triggerfish," "stingrays" or "IMEI catchers" that are electronic devices that emit the same frequency as or "spoof" cell phone towers and force all mobile devices in range to connect to their imitation Cell-tower, at which point LE can quickly and without leaving a trace, "rip" all data off the phones, including their entire image galleries and all text messages, phone calls, and other such correspondence. The Military and Arms sector are notorious for strict NDA terms and there are serious 4A questions regarding the legality of these devices so most PD don't admit they have one, but if Delphi PD or Sheriffs does, then that would have given untold numbers of LEO un-fettered and anonymous access to the phone correspondence of the two girls (as well as all images, video, or other data), thus a LEO would be able to determine exactly who was going hiking at the bridge that day, who was dropping them off and when, and exactly when they were going be picked up. They would also be aware that the property owner was going to the dump that day - assuming he mentioned his plans to do so via text or phone call, or at the very least be able to determine that his cell phone (and presumably him with it) was not on his property at the time the crimes were committed. Bottom line is that this was a sophisticated attack pulled off in a very short window of time, and the killer (or killers) almost certainly would have been ID'd and caught within the first couple of days if not for several consecutive, inexplicable and egregious procedural errors on the part of the original investigating officers. That much is indisputable and if the people of Delphi want to ever see some justice for those two girls, it is time to start demanding answers from Law Enforcement.

Allegedly Doug Carter is not involved in the case or at least, is not leading it. Its been said he is just a messenger and spokesperson to the public, and that probably explains why he said, 'he was not worthy' to divulge certain information when asked by a journalist who was interviewing him. You can kind of see his frustration too, which could be because his hands are well and truly tied. Therefore, who is actually involved and leading this case, as its not certain who this is? I think they screwed up the initial investigation and this was confirmed, when they said they were only just starting this investigation, several years later. Until any arrests are made with compelling evidence, then I am now inclined to consider any information that comes out from LE at this stage, is merely lip service to appease the public. I also think they would have given up and classed this as a cold case by now, had there not been so much public interest in it and sleuthers on social media, etc. They probably have to keep it going and go thru the motions until they can pin it on someone. I think that is what they may do now with KK and TK but why didn't they do this when they raided their home in Feb 2017, and when an FBI operative came out and cleared them? sounds like to me, they may pin it on them now at a later date, due to their failings etc.

The prosecutor who was originally on this case said the question he gets asked the most is "Do they know who did it but they just can't prove it?" And he said during his time on the case the answer is no, and it's actually the opposite. They feel they have the evidence needed to prove it, they just don't know who it is. That's why they always say they are one puzzle piece away from solving it. They just need that right tip.

There was a case with a woman named amber tuccaro where a call she made got recorded of her talking with her killer and it was 17 min long and the police released a solid minute and 20seconds I think. So same thing here they need to release more because it’s just not enough to identify even if you really know someone. If they release more audio someone might be able to really come forward and say yep that’s definitely “fill in blank” so yeah you are so right

They did search the night they went missing. There was an amber alert issued and a search party over the vicinity of where they were last seen. It was called off and postponed at midnight due to safety issues for the people searching.

Their sketch of the person extrapolated from the video data will make you look VERY closely at a particular law enforcement person standing on this stage. Especially in the time frame of 23:10 -- 23:30

@@georginastoliker3358 I honestly don't believe they have dna, if any evidence at all. The problem with bluffing that is, he knows they're bluffing, because he woulda already been charged. Also, on HLN the le was talking fingerprints, why care about fingerprints if you have dna, assuming theres only one poi. And I do believe they would bring charges , but why hurry, you know where you can find him. So, this is why this case where it's at. It's easy to understand if you break it down.
