Listen to the recent lecture of Lt Col Jonathan Conriques in Oslo. In the very beginning of the war, Israel representatives sat down with UNRWA to discuss what should happen to civillians. Israel wanted to move them to Al Muwasi straight away, with UN organising accommodation and food delivery there. UNRWA refused point blanc. Everything that happens now with civillians is thus solely the fault of UN. But we know UN works for HMS anyway
