You just need a double sides spring cap, on the ends. Make everything from metal, and boom you can actually fling it in action and through it since flinging it hard enough would have the spring lock it in the open position. Amazing design and wonderful editing!
I really love how, if this were to be a real weapon, it would actually work, mainly because the blades, being the blue parts, would fly into the wind and target, while the spinning part has the blunt parts that move to collect the blades together, so if you were to throw it with the blades spinning forward, it would actually stay folded out, maybe even collapsing to cut into the target more as well!!

I always find this kind of thing amusing because those who go out of there way to make real, functioning replicas of weapons and other assorted goodies from anime inevitably have to put far more though and effort into the design than the people creating the work it came from.
there was a toy version of these that opened with a spring and came with a launcher thing (they probably shouldn't have made it a launching propeller toy but they did). It didn't have a hole through the middle and was quite small tho. the ring didn't collapse like this and the blades were offset to one side when opened, so aside from the lack of a spring opening mechanism I'd say this is the superior one.
they sold crappy versions of these near my school along with retractable karambits, knives, shurikens, swords, pellet guns(realistic), and live birds, fish, and mice for under 1$. Such fun times
