I think it may be slightly more complicated than that -- right near the surface of your skin, I imagine some of the tissue would expand and some of the blood probably _would_ boil, causing some bruising at the very least as your capillaries started to burst. But of course, the complete lack of oxygen is the bigger concern. Without oxygen, you won't be living very long.
