To add to your point, another thing that Portland could do is establish "residency requirements" for the services they provide struggling people within their city limits. In other words, only make subsidies available to people who can "prove" that they've lived in Portland for 5 years or longer. That would dramatically cut down on people from "outside of Portland" (other parts of Oregon and the rest of the U.S.) migrating to Portland to receive services that "should be" going to actual Portland residents who have fallen on hard times. Instead, what we've seen are the taxpayers of Portland sustaining the lives of people from all over the country, who "arrive in Portland" with no money, no job, and no place to live. That is a horrendously unfair burden on working Portland residents, and the city needs policies to curtail outsiders from adding to its homeless population.
They can't stay in shelters for very long. I think unless you do your own research stating these biased remarks makes us a part of the problem. I would like to see any one of you attempt to get your basic needs met after a sudden disability or a domestic abuse situation. I would think your tone would change . 31 tenants are being evicted from one affordable housing and I just spoke to another property manager that stares they are no longer going to do business with Home Forward. So that means out of the dozen or so properties they own they will all be made to leave. So it will only get worse. Not to mention once 2023 comes rent will be increased another 14%. This year my rent increased $192 .00. 14% of $2200 is $308.00 more. You know people are already struggling with inflation. We all need to stop viewing reality from our little bubbles be abuse if we don't acknowledge reality for what it is then we may all be heading for the streets or shelters. Landlords are not going to hesitate to increase rent.

I've been around some of these folks, they know how to work the system, stay clean long enough to get money, which they just put in their hand, and say good luck, then instead of housing, they use it for drugs, and get back in rehab, and do it all over again. They're not dumb, they know how to fool do-gooders, that's what they've done all their lives. And we foot the bill, we're paying them to do this, well, not me, I got the hell out.

This is a huge problem. Enforcing rules for some (tax payers) and ignoring rules for the "poor" or colored people creates distain and people start to ignore law.
That's true, and to build on your point, if you or I were to walk up to a school fence, and we stood there for more than 5 minutes staring at the school, we could expect a cop to approach us, question us, and tell us to "Move along." Yet, when the cops encounter a homeless person who's standing near a school fence, shooting up drugs, taking a dump, or soliciting prostitution, the cops handle this person with kid gloves. If they tell a vagrant to "Move along", that person returns, there are no consequences for them, like there would be for you or I. That is NOT "equal protection under the law", under the 14th Amendment. That is vagrants being treated differently, facing no punishment for their obvious criminal behavior on public property. I was recently at a local park after 11pm, and a cop told me I had to leave because the park closes at 11. Well, he completely ignored the homeless people who "stay in the park overnight". There again, is unequal protection under the law.

The city ordinance is very reasonable. Just keep the encampments at least 500 feet from any city school. 500 feet is less than one-tenth of a mile. Unfortunately, when someone is mentally ill and/or baked from drug use, they cannot be reasoned with. So, they refuse to move their tent a few blocks down the road.
Most of these homeless scenarios are already illegal and have been for decades. In many/most cases these laws have NOT been formally repealed, they are still on the books. What is different now versus the past is that today’s city officials no longer have the will to ENFORCE the laws.

While it's true that many homeless shelters have mentally unstable people living in them, most city blocks in Portland do not have a school on them. There is plenty of space for these people to set up living quarters away from school buildings. I suspect that this woman's mental illness and/or drug abuse makes her more unreasonable than the average person, who could just move their tent 500+ feet away from a school. That's not a lot to ask.

Why stay by schools or parks. That is ridiculous. It’s as if the don’t care because their situation is not good. Yes, there are people using public spots as restrooms. My neighbors had to chase away a homeless woman who tried to use our recycling area as a restroom. I moved to Portland in 2017. It’s only gotten worse. These homeless don’t want to be in shelters because they want what people go to work to earn or they want to use drugs. Either way something needs to be done.

There are a number of points to address in your question: 1) Being locked up in jail is actually an "improvement" for the homeless in many respects. In jail, they get "3 hots and a cot" (3 hot meals and a bed to sleep in). 2) No one can be held in jail for longer than 1 week for violating a city ordinance like camping in front of a school. In fact, some homeless people deliberately break the law, just to be given the stability that life behind bars provides them with. 3) The answer to this problem is to have the police move these homeless encampments the moment that they appear.
Give them tickets for littering, loitering and/or trespassing. Arrest the repeat offenders and dispose of all their stuff. Not dealing with them will be dangerous for them at some point. Residents will take matters into their own hands eventually.
Ticketing only works on people who have the money to pay their fines. What Portland needs are "roving patrols" made up of citizens and police to continuously push these vagrants away from the streets and sidewalks near school buildings. I'd be supportive if there was a shortage of jobs in Portland, but there's not. There are SO many jobs right now...we can't seem to hire anyone, nobody wants to work. Housing vouchers? Just no. There's plenty of affordable housing within a bus ride away once you have a job.
Unfortunately, many of these unemployed people have issues with mental illness and drug abuse -- which is WHY they're homeless to begin with. When I was a kid, we had D.A.R.E. programs in school, because back then our society "knew" what illegal drug use leads to -- "homelessness", and that's if you're lucky enough to not overdose or not get murdered by someone you owe money to, because you're hooked on drugs. Sadly, the Left in America got rid of D.A.R.E. programs because they said that D.A.R.E. was "offensive" to people who have made street drug use a part of their lifestyle. In other words, it's "insensitive" to criticize the most unproductive members of our society as "junkies, burn-outs, and losers." So, D.A.R.E. went away, and illicit drug use has been normalized as a part of our culture.
A lot of our homeless would probably not get hired. It can be rough even in portland to get hired. But doesn't mean if someone really wanted to they couldn't.

It isn't just the "government" telling these homeless people to stay 500 feet away from a school, it's the "will of the people" saying it. Parents and school faculty members don't want vagrants to be too close to school children throughout the day. Where I live, if I walk up to the school fence and I stand there for more than 5 minutes, I can expect the police to be called -- even though I'm not technically breaking any law. It rouses suspicion. I understand that dangerous individuals often stay in homeless shelters, but that doesn't mean that un-sheltered people can't move 500 feet away from a school. The city ordinance says: "Stay 500 feet away from any school." Period. 500 feet is less than one-tenth of a mile. It's a short f*cking walk for people with the "strength & energy" to haul 50 lbs. of gear around with them every time they move!
Nothing is being done because Portlanders have gotten used to homelessness. Also, mental health services is lacking here and there's just an inordinate amount of people with all sorts of mental issues that would take a lot of resources and WILL to address.
Taxing us more and clearing out encampments every week clearly isn’t the answer. They don’t want to get positive, productive help, they want to be non abiding and get everything for nothing. Everywhere I go, there’s advertising for work. They don’t want to work, they don’t want to respect the property of law-abiding citizens. If they continue refusal to comply, then trash their encampments, close the benefits, relocate them to remote areas of the state where they can’t violate the space of others and disrupt their way of life. If that’s the extreme that is needed, then it should’ve been done years ago. That’s a major reason why Portland is declining and businesses and residents are leaving. Who wants to pay top dollar to live where the slums, drugs, violence and bodily fluids are outside of their doorstep? Paying to be afraid to walk in their neighborhoods, take their kids to school. For what? Non contributors who disregard the law and create unsafe environments? Get rid of them.

In one Portland community, a group of citizens set up planters on the easements of their street, to prevent the homeless from setting up tents there. Well, of course, the city had these planters removed, because they don't give a rat's ass about what the taxpayers want.
Vote the people out of office that aren’t doing their jobs. They are sitting around collecting a check. People need to band together against these politicians.
Homeless advocates say "Housing First" is the answer. However, we don't seem to be able to provide units for less than half a million dollars per unit. There is no homeless junky on earth worth investing half a million dollars on when you can literally save a thousand starving children for that same money. Yet leaving them encamped on the streets and polluting our neighborhoods is not an acceptable alternative. Essentially, the homeless have a point when they say that they have to be allowed to go somewhere....you cant put someone in jail because they are too broke to pay rent. I believe the only solution are State owned safe camping sites...located in rural areas outside city limits. You could camp the entire homeless population of Portland on a 100 acre lot. The cost would be minimal and those who cause problems at the camp would go straight to jail. Peaceful clean campers would be able to stay pretty much forever. We could do this for a cost of less than 5-10k a year per camper. Right now we are spending 10 times that amount which is preposterous and unsustainable.
It must be OK to break the LAW in Portland. That is why there are so many homeless CAMPS. Trun about is fair play, if the city can't fix things then the homeowners need to do it.

I don’t like the smells either, but there are no public restrooms and if there are they would be for paying customer. So, it’s a little confusing when that lady is complaining bc it sounds like she thinks ppl in tents have bathroom options. Kinda goes to show how out of touch ppl with money/home can be. I feel like ppl who become homeless are simultaneously looked down on and discarded from society. It’s heartbreaking. Thanks. Currently living in my van and I NEVER litter so it can get messy sometimes, I was getting scared reading all the comments about vigilante justice. What if someone sees trash bags in my car and a bottle I have to piss in (because I DIDNT throw it out on the street and couldn’t find anywhere to toss it) and says “these dirty homeless are ruining our city, torch it”. It’s scary and dehumanizing. I’m a human too, we are all trying and I never park in front of houses, it’s exhausting trying to find restroom, gym for shower, public trashcan, somewhere to sleep, every single day. Thanks.
