A bit on the rough side, but very good for something that's completely unscripted, Meep. For myself, I tend to build the world geologically first and then start building the civilizations based on the biomes that they're in and what resources are available to them.

This is absolutely the way to do it, but there's thing to do before you get to that point which make it quicker and easier!
