This method of practice helps training in weird angles... Also it's almost impossible for that dude to not lift his elbow above the the pad considering how much more leverage devon has than him

He was pulling Devon's hand toward himself and has went down which made his elbow lift above the pad but that isn't a foul as his arm is stll based on the pad. The only questionable thing is that the game should've been stopped when the elbow of that guy was not on the pad but on the table but even that is upto referee and if the player appeals.
