I think the reason the sceptres were so much better is that the + skills are so important for them and thus you need to be able to switch out less often.
Its crazy to me because early game the scepters have by far the best damage you can use at level 1 (6-11) and on top of that they get +skills as well! Very odd decision in my opinion. That is why I reduced the damage to 3-5 because look you get these skills plus some damage you shouldn't have the best of both worlds. There needs to be some trade off.
