Time to find a modem card that can actually work properly with Windows such as showing incoming calls and the dial keypad feature since I wasn't able to get it to work under Windows 2000/XP. Also might actually try it under Windows 9X too. If this video gets enough likes, maybe I'll make some kind of sequel to this video.
Interesting so the reversion to the old version came in XP x64, not Vista, and then stayed in Vista. It might be because x64 & vista share the common ancestor of Server 2003, which was a slightly newer codebase than XP but didn't have the new dialer. Does windows server 2000 have it?
I was going for the download folder in powershell, mistyped "di", hit enter and to my amazement, opened this ancient piece of software which brought me here.

I'm surprised dialer.exe lasted past Vista, let alone is STILL in the latest Windows versions! As a kid I used to think the program would let me magically call anyone for free.
Thank you for your work done in the video. I didn't know that Dialer was even in 7 and 8 and now. Amazingly. What do I need to call my friend using Dialer ? Is there a landline phone with RJ-11 or is there a guide in Google?
You can call, you just need a home telephone plan and connect it to your pc using a modem (every one has a modem, it is used for internet, but can support phone calls)
2:08 ah I see so all it does is literally dial the telephone number. As the name implies dialer.exe you cannot use a microphone connected into your sound card to actually talk to the person via the telephone. I can see that it would be good to have a list of phone numbers but you would think that it's a little lazy to not dial it yourself.
