Lol no, cause Apple never claimed that the location will update on find my when the device is off. The findmy server relies on the device's own internet connection to update location in real time. So if your phone is off or not connected to internet, the find my will show last location/no location/offline based on the 24 hour time frame But good that you're atleast resolving this misconception
When I lost my iPhone 5 in a foreign country in 2015, I found this "Find my iPhone" feature to be a total waste as the person who stole my iPhone had turned it off and I couldn't see the location of the device when I went back to my hotel and logged another device with Apple ID to track.

When u off your phone below there is a option that shows your iphone remains findable after powering off in ur case it wasn’t showing maybe ur find my wasn’t activated or ur iOS version was old and if u still persist on saying that everything was properly updated den do meet me i challenge u switch off my phone remove simcard or even try to wait till my battery dies and pack my phone in a box and put it in a trunk But like Liam Neeson Said I will Find U🤣😂
