I know it’s a rumor, but the thought of Steve Martin being the one to patch things with the Nation estate to allow Daleks to be in the revival is just hilarious.

I thought the bbc had right to the look of the dalek since they did make it but not the character of the dalek

No they didn't and still don't, Terry Nation created the Daleks and to this day his estate owns the rights to both the character and image, which was designed by Raymond Cusick. There were allegedly subsequent disputes between Cusick & Nation as the former left the series due to his disappoint with his lack of recognition for having created the design, eventually receiving just an additional £100 (equivalent to £1500 in todays money) for his design contributions.

I assume this as I rewatched terry nation army videos of the failed spin off of the dalek and there was a bit where they wanted the bbc to give up the any dalek rights but I must have misunderstood it

In that instance it's more likely that Nation wanted to end an existing contract with the BBC over their use so he could use them himself. Regardless of his ownership of them, if there was a contract in place at the time for the BBC to use them he couldn't just "break" the contract like that without valid legal reason.

Is Steve Martin actually a doctor who fan? I know his IMDB talks quite a bit about his love for the show (or did) but I also heard that he said in an interview that he's never watched the show. Can't find evidence of either

I believe he has posted several updates on his own website about his love for the show, so I'd be very surprised that he hadn't seen it when he loves it so much.

The more you know, The Nation estate seem to be very sensitive when it comes to the use of the Daleks (and money hungry too I think) Have you seen the movie TED 2? I think one of those Daleks was repainted to a Bronze Dalek standard.

To be fair as the copyright holders they have every right to protect their assets to whatever degree they see fit, and as for money hungry, again they have every right to price use of their assets to whatever feel they are worth, especially when you consider the popularity of the Daleks.

Would it be easier if the BBC had ownership of the Daleks?

Unfortunately "ease" doesn't come into it, Terry created the Daleks and his estate still owns them, the only way that the BBC could own them would be if they purchased the rights. However given how lucrative those rights out I doubt Nation's estate would either be willing to sell and/or that the BBC could afford the rights.
