The hospital wasn’t considered Dutch territory, the maternity ward was temporarily made denationalized. Princess Margriet would have been Dutch automatically since she was born from Dutch parents and being born on Canadian soil would have made her also Canadian which would have been difficult because of laws of succession.
It is also worth noting that the bulbs are put for "sale" by the NCC on a limited buy quantity basis so that all Canadians can enjoy them in their garden the following season
