Test? lol, 100% they don't test them. This has been an issue for years, basically every new dungeon is either barely doable on release with the most expensive digimon or not at all. RB was awful until HP cloning became a thing and everyone got free AO X, similar story with Tokyo-Odaiba, either you had to buy an SSS+ or wait around for a 2x stat event that doubled AO X's stats (Which there weren't many of, I'm pretty sure it was over a year before "normal" players could do the dungeon).
@@cybermercboy9644 Haven't passed R 17, cause i'm to lazy hahaha but i imagine. Have seen a video from Kohai, from LADMO who had to overcompensate with HP for Megagargo Shin to comple HERO hahhaha
