This is a mod. And this is also the PC version, so in the PC version everyone's unlocked. In the mod it unlocks more characters to play as but only in toybox mode.
Correcting myself, the extra characters who are added can only be played in toybox mode, the hub and it's sublevels, toybox takeover and toybox speedway.
