Is there anyway to access this api if my organisation have doesn’t have EA with Microsoft?

The tree probably is appropriate for each service within over all solution. For example I had a 3 tier application, then , I might follow this tree for each tier or each service with each tier - Tier 1 is UI and I might choose Azure Web App or AKS - Tier 2 is business layer. Then I might choose one of the following azure function with events, azure web api or AK’s - Tier 3 is DB.. I might choose azure sql (pass) instead of VM(IaaS) Any thoughts on this.
