"cutting on the fold" is a term that is used when you are laying out your pattern pieces onto your chosen fabric. In order to cut on the fold, the first thing you need to do is fold your fabric. Make sure that both the top and bottom flaps of the overlapping fabric layers are large enough to cover the entire portion of your pattern piece. Now you have a piece of fabric that has a fold on one side. Your pattern piece will have marks on it that show you which edge is supposed to be laid on the fold (usually this edge is marked with arrows, and it will have the text "Cut One On Fold"). Take the edge that is marked "Cut One On Fold" and lay it exactly along the fold in your fabric. Your pattern piece will now be laying on top of two layers of fabric, and it will be lined up against the fold. Cut through both layers of fabric according to the pattern piece shape.
