Thank you for this info. We are planning a small ADU in the back, but after seeing this I'm going to give it further consideration. Those fees are outrageous. Hope all goes well with your build.

You shouldn’t let the permitting process discourage you. Not only will you start earning passive income as soon as you’ve finished but you get more than what you invested if you ever decide to sell.

Thank you for sharing your experience. I am also currently working on an ADU construction in SD and having a problem about Water and Sewer Capacity Fees. I was also expecting that it is also waived but they told me we need to pay it to get our plan signed off. I hope they would approve the plans soon.

Congrats! Other cities have chosen to waive that fee along with other impact fees. SD may chose to do that down the road but for now it's the price of admission for us local citizens wanting to build now. Just keep chipping away at getting each discipline signed off until finally you have all your approvals. If you run into any issues during the construction let me know.

Wow this is amazing info thanks Jesse! Do you ever make a contract where the customer is responsible for any fees? Or do you always guesstimate and build that into your bid?

Great video. I wish I could have helped you and saved you some headaches. I am the president of San Diego Permit Company. I've processed hundreds of ADU permits. Yes, it is very expensive and it is getting worse with changes to development impact fees.

I think you can avoid the water/sewer fees if your total fixture unit calculation is below 40 and/or 150 sf or less as added sf to an existing garage or residence and of course the “magic 500” sf or less of added sf will not trigger the school fees which is a pretty substantial $4.08/sf

If you are installing a JADU you can avoid them. But each ADU will trigger water and sewer. Yes, school fees kick in at 500 sf....so build 499 and save $2000

@@URBNBLDRS I’ve designed and permitted two garage conversions in the city, both over 500sf (just) with kitchen, laundry and one bath in the last year which did not trigger water and sewer fees.

Then there may be other factors. Also, seems the requirements are constantly changing. Maybe the fact they were conversions. Believe me, when they sent me the sewer bill I contested it and was given that information. I found this to be an interesting read: docs.sandiego.gov/memooflaw/MS-2020-20.pdf

No wonder my neighbor has decided to build two detached adu"s without permits in 7 months. My other neighbor went through the county and it took months. While his project was awaiting county approval, the other neighbor completed his project...illegally.

A lot of people get away with it. Others aren’t so fortunate. They can make your rip the entire thing out if you get caught building without a permit. Also, you can almost bet they weren’t built to code.

You are so right. People will rent junk to families. Sorry, as a retired Chief Building Inspector from the Inland Empire I have seen what people will rent to other families. Thanks for sharing your experience. It can be daunting and expensive going through city processes. You sound like a Gentleman who wants to do right by your family and for others.

For the issuance fee- how do they calculate that? We are on the last final approval with the city and I’m trying to figure that cost out. Thanks! Great info

look at the bulletin 501 (pg 7) for single dwelling unit/Duplex remodel. In the columns under inspection you'll find a base rate of $1305.09 for the first 500 s.f., then an increment rate of $1.04 for every s.f. over the 500. So you if had 600 s.f. your fee's would be $1305 + $104. They also will charge you a bunch of small fees (approx $200), a deposit for their recycling program (Mine was $1000), and $450 for water/sewer metering. This fee was separate from the water/sewer capacity of $3585.50. Hope this helps!

You can use SketchUp with the Layout add-on. That will allow you plot the drawings on a plan set.

Average cost in San Diego would be around $7500. Much has to do with how you structure the submittal. If your project falls in the coastal commission expect closer to $50K

That sounds about right if you are using a licensed architect and probably includes structural engineering as well. Not all projects require such so you can save some money by doing the plans yourself or hiring a good draftsperson.

Unless you are referring to the roof line, this has nothing else in common with a shed.
