I would advise to use a brush by a window to clean pc parts but if you really wanna play with things that can blow up and hurt the surrounding you could get a 5 liters plastic fuel tank, those can be preatty solid.
Do you think tyre interior offers more pressure than a plastic bottles? I'm planning to make one for the same purpose of cleaning electronic parts. Thanks
Just remember, compressed air (any gas) is like a bomb. If container ruptures gasses want to take space of container * pressure. Plastic shards or whole container can be trown towards you and it can cut you badly.
The reason it's bad to use the air compressor on electronic components is the moisture in the compressor. It's not good for circuitry . That's why people use can air. Hope this helps
It doesn't look like the bottle can offer enough pressure to completely clean the network card (and I need something like this especially for PC dust cleaning).

Blowing compressed air onto a computer keyboard is likely to cause dust, hair, crumbs, etc further up into the interior of the machine. I would NEVER believe that would be a good idea unless you need an excuse to buy a new device! Think about it.
