Good question. Stitch long stitches along the side you want to gather. Tie the ends of the threads together on one side and pull one of the threads gently. Push the gathers down towards the end with the tied ends, and even out the gathers when you get it the amount of gathers you want.
Yes, the x by two for the skirt fabric is for the gathering process. If you don't give more fabric for the skirt than the waist measurement, then the skirt will be a tube. The white fabric is the fabric I used to line the dress bodice. You don't have to use it. I chose to use the lining fabric to make it look more professional.
I usually use cotton fabric. You can find it at many different stores at many different prices. I started off with walmart fabric because it was cheaper and I didn't feel bad if I ruined the project, because I didn't spend as much money as you do at Joanns.
Sorry, I wasn't that clear. To turn the top inside out you have to pull the back pieces through the shoulder straps. It can take a little bit of time and some elbow grease.

I took a dress that already fit my cousin and flipped it inside out. Then, I traced the outline of the pieces onto paper and cut them out. Its fairly easy with dresses without darts.
