To heat the salt, which in turn warms the oil. You could also place it on one of those electric warming plates that are meant to heat candles without lighting them

I craft my own colognes/perfumes and I see no reason why it wouldn't work. The quantities of oil needed would be much, much higher than the few drops shown here, though. For the size of bottles of essential oils pictured, and the volume of substrate in the finished product, you'd need to use about 20% of each bottle. Around 4 mL in total. That assumes you're using a quality oil, not an extract or "blend." If the oil doesn't say it's safe for use on skin (often labeled on the bottle as 'external use only,') then it isn't worth your time in this application as the scent will disappear in 20-30 minutes. And the finished product definitely needs to be sealed with an air tight lid when not in use, and kept in a darkened place like a drawer or a cabinet. Either that or use a dark amber colored glass, metal container, or paint a clear container with a dark color. You could then add a layer of primer over top the dark base layer, and then paint/decorate it however you like. But it still needs a tight fitting lid. This method will definitely work, and it should smell amazing as long as you stick to using essentials oils that fall into the category of "base" notes. Sandalwood, cedar, cashmere, vanilla, etc. Think musky, woodsy, leathery. These are "thick" scents that feel like they stick in your nose when you inhale them. Mix one or two of these together and you'll have a scent bomb that's 1000x better than any store bought candle or diffuser. But stay away from top and heart notes. These are the scents typically defined as smelling "fresh, crisp, fruity" and "floral." Oils like rose, apple, lavender, lemongrass, thyme, "powder," etc. While they would absolutely work, and you could certainly use them either on their own or in combination with the base notes, doing so would be expensive. Commercial diffuser oils (as well perfumes and colognes) are blended with carrier oils, which are cheap, unscented mineral oils that serve two functions. The first function is to dilute the smell of the scented oils, allowing you to apply a larger amount across a wider surface area without overpowering and becoming annoying. The second function is to act as an airlock. The scented oils diffuse into the carrier oil, and separate into smaller "blobs" that are suspended inside the larger volume of the carrier oil. Easy way to visualize this is to picture a lava lamp. The "lava" is the scented oils, and the liquid surrounding them is the carrier oil. This allows the oils to blend together in complimentary ways and form little "families" of scented bubbles that are then dispensed evenly when sprayed. But more importantly, being suspended in the carrier oil seals them off from the surrounding air, preventing the volatile compounds from oxidizing (i.e. losing their smell). This is why colognes and perfumes can last years if properly stored, or they can have their scents entirely altered in a few days if, let's say, left in a hot car for a week. This is also why commercials oil for reed style diffusers can last for ~10 days. The scented oil remains suspended in the carrier oil until the wicking action of the Reed spreads a small amount of the mixture across a larger surface area, exposing the scent pockets to open air. Probably more information than you wanted to know, but it's important to know so that you have a basic understanding of "why" what I'm about to say matters, and why you should only use base notes when doing something like this. Top notes typically fully oxidize within 30-45 minutes. Heart notes take 90-120 minutes. While base notes require A MINIMUM of 6 hours to fully oxidize, with many taking several days. Those times are all at normal skin temperatures. So, if you were using top note oils, your diffuser would only last about 20 minutes before you needed to start over. If you were using heart notes, you'd get about an hour. Using base notes, you'll probably get 24-36 hours of use time.
