Seeing plans wud help, but I see a need for forward end control. Try adjustable vented ports on the front corners for steering and lift control. Put a lawn chair on it so the operator can concentrate on the vehicle instead of keeping himself from getting tossed.

If you look at the back of the craft, behind the fan, you see wood boards, i think what they did is have 1/2 of the thrust of the fan going to the underside, and the other 1/2 pushes it forward. And most hovercrafts do use separate fans yes, but i guess they did it differently.
