Hi! Hmm... I haven't had an issue with being able to close my planner; However, mine is not stuffed very tightly, so there's a bit of room to work with for the clip. In regards to the bottom pages protruding less, I bet the issue due to the circular ring clip that holds all the pages together. The circular rings will cause the top and bottom pages to rest closer to the spine than the ones towards the middle, due to the curved shape. ...and as a solution to the problem, you could always do tabs on the top or bottom of your dividers instead of the sides! :) Something like this: clothandpaperco.com/wp-content/uploads/2017/07/FullSizeRender-70-1.jpg

This planner is the brand "Webster's Pages". I believe some craft stores now carry them in stock.

If you don't have a hole punch to match your binder, you can manually mark out where to put the holes and use a single hole puncher on each marking, or even just poke each hole carefully with a blade.

Aww, that sucks! :/ Not sure if it helps at all, but you could do the same thing with a school folder or the cover of a notebook, if they are any cheaper.
