Why not use Jelly, when it sets you can paint then remove the jelly afterwards once paint is dry lol!

just fill with black paint instead of water job done

DUDE !! YOU MADE IT TO HARD. I did my wheels the same way, but when you get the water level right , just paint it then .the overspray will lay on the water .let it dry then remove the paint between the spokes with your finger, it comes right off . drain the water and you are done!
