In the book “The Vulture Lord” there’s a city under the control of a ossiarch bonereaper, and the citizens worship/make sacrifices to an undead king who in return keeps the land protected from any intruder. So it could be like that or CA thought it was a necessary game mechanic
From what I can gather, the Tomb kings are a bit more powerful than their Vampire counterparts because many of their subjects retain some form of free will. Not to mention that a ton of undead can come from other regions.
Tomb kings allow mortals to live in their cities alongside the dead, most mortals worship them as gods or spirits and in return the king's provide safety and stability as there is not much competition and change when your king is immortal and doesn't really care about much outside of keeping his realm in good shape.
