Yes, when a tomboy wears girly clothes it would be a refreshing change because she would usually wear more masculine leaning clothes. It would be like her casual wear would be more athletic or leisure clothes that lean more masculine and on a date or at a social gathering she would wear more feminine clothes.

Sorry, we're in peak gay world, anyone who likes anime tomboys these days I consider gay by default because it very unlikely is someone like "Tomo" from Azumanga and more likely someone like Kurau from Kurau phantom memory. Or worse "Muscle"/ Strong girls where is some actual manogre like creature and not someone like, lets say Balsa from Seirei no Moribito. In short: Unless it's a classic feminine character, you're gay by default for me until proven otherwise.
