There's a bug in Wuthering Waves that characters/resonators can use other characters/resonators idle animation. What's more, it can even change height of your character.
Wuthering Waves is a free-to-play action role-playing game developed and published by the game company Kuro Games. It was released on May 23, 2024. A gacha game with an open world aspect, Wuthering Waves has been compared to other titles such as Genshin Impact

If they're really data bank 21. It's either a bug or they're doing co-op. In co-op you can still get lower drops if you join other players' world who aren't at databank 21. If you join another player it doesn't matter if you're at level 21, if the player you joined is at databank 5 you'd get databank 5 level drops.

The only bug I saw about it is that for some account u got lvl 21 on Union rank 40 but on some it said u need SOL-Phase 6 which is Union rank 50 , I personally noticed bcs my alt weren't 21 yet while my main were and they both around level 40 at the moment. But after the update both were 21.
