I’d say for 75% of your day to day diagnosis you don’t definitely need one .. But it can help to speed up the process and there is the 25% of stuff where a scan tool or a multimeter alone would miss .
I was told by a coworker that you have to be certified to do automotive diagnostics related to emissions and alignments. Is this true? I know you have to be certified to work with refrigerants.
