I think they still use a lot of the 1/3 of kids for carrying props in the show

There are several high schools that also follow this model. One that comes to mind is Broken Arrow HS from Oklahoma. "The Pride of Broken Arrow" is the group that competes in contests like BOA, that students audition for a spot in, while "The Tradition of Broken Arrow" includes all band students and plays at football games, parades, etc. throughout the community. I think it is a great way to allow students who may not quite be ready for "varsity" band the opportunity to still participate and learn from their peers in order to grow as musicians and prepare themselves for the next year's audition.
