No res judicata apply on the subsequent suit because former suit also dismissed by court for the reason of absence of a partie.

Islie hi to res judicata apply nahi hoga kyunki case dismiss hua decide nahi, yani ki court ki proceeding puri hi nahi hui.

Res Judicata will not apply here Because koi bhi proceedings nahi huyi hai na hi koi matter issue ko resolve kiya gaya hai na hi koi judgement pass huwa hai

My answer to your last question is that, the person A can appeal before competent court while it won’t amount to res judicata because the court hasn’t directly or substantially decided the case 😂🙏✨.
