Actually this is not a folk song. It is a song composed by Arslanbek Sultanbekov in 1997. Political parties in various Turkic countries once mistook it for a folk song and used it as election music. When it was realized that the song belonged to Sultanbekov, he said that he presented the song to the Turkic world and allowed its use.

Многие ногайцы потом перешли и изменили своём политическое название от Ногай на Казах. Вот так большинство ногайев стали казахами, тем самым ассимилировались. А остальные, малая часть убежала в Кавказ

The name Nogai doesn't come from the general, it it's their name. There as a Tatar named person and also Tutar so the person name is after the ethnicity name.

As a Anatolian Turk, I understand eighty percent of the lyrics of the song. Even though there are mountains and seas between us, all Turks are one in their hearts.
What? "kara kış yere gelir", "dombarmı alırım" "yürek sazı çalarım" "dombra sazımı işiten atalar" these words are %99 same, and some of the "manasına kulak veren analar" is %80 same (In music it says "manesine es bergen anaylar") and some of them is halfy same "yürekleri titreyerek" (Turkish) and "yüreklerge ses berip", "göz yaşlarını tanımazlar" (Turkish) "köz yastı kızganımazlar" (nogai). And also some of them dont has same words but still understandanle in Turkish like "sogıslarda küş bergen" (Nogai) can be easily understanded as a "savaşlarda güç veren" it words looks different (but not, güç=küş, veren=bergen, sogıslarda=savaşlarda i think even you can relate these) but it can easily understandable. Half of the song is %99 same in Anatolian Turkish and other %30 is easily undestandable. Any Turk can easily understand most of the song.
