I think they wanted time to get distance. Lighting a vehicle up with a match and setting the blaze immediately would bring a dozen emergency calls in seconds, plus people more likely to be able to identify their non-stolen vehicle. Well it's not as much as their beliefs than their actions such as armed robbery of federal assets, planting explosives damaging properties, and attempted treason (not as important as it wasn't beyond reasonable doubt that they would've actually done so). Like if I wanted to kill someone, but I don't actually kill that someone, I didn't kill that someone, but if I did, criminal law won't charge me on having the thought of wanting to kill, but rather the actual slaying. Basically they come up with a reasoning for an investigation on behalf of prevention of crime instead of an investigation post crime, thus being more subjective and interpretive in deciding what to investigate.
