Yes! You will arrived at terminal 1 and have to transfer to terminal 2 for domestic flight to Chiang Rai. There are wheelchair service available, you can contact staff at airport for the assistance or you can go direct to wheelchair service counter located in both terminal. 2hr 40mins connecting time is enough. Terminal 1 and Terminal 2 is connecting with very short distance. Normally, I took not over 5 minute walk. Also, Chiang Rai Airport is small and convenience. So, you don't have to worry.
I got a question to ask, I'm planning to book a flight arriving at DMK (from India) @4.30 AM & then I got to catch another flight from DMK to DPS Bali @6.30AM. So can I just go Transfer section directly? (I will have only my backpack with me & no checked-in luggage). Suvarnabhumi Airport is farther from the city than Don Mueang Airport. However, Suvarnabhumi Airport has an easy transportation option, Airport rail link, which easily reaches the city and connects with the sky train. (about 30 minute to reach city) Don Mueang Airport also has transportation options such as buses and taxis, which are the best options for reaching the city. Yes, you can use Grab service, but make sure to use it outside the airport to avoid any problems with the airport taxi service. Once you go outside, you can pin pick-up point at your current wait location and recommended to type the driver and send picture of your pick up location to make sure with them.

The best way I do recommend Grab, it usually take 1 hour to Don Muang Airport. Rajamangala area not really hard to find Grab. It will be easier if you book it in advance with your preferred pickup time. Have a nice trip!
For taxi services at the airport, there are large taxis available that can accommodate a maximum of 5-7 persons (depending on the car). You can go directly to the counter, which is located near exit 8 on the 1st floor of Terminal 1. For train, it might be a difficult way because you have to change many lines and the lines are not connected. Here is a suggestion for taking the train: 1. Go to the SRT Red line and head to Bang Sue Grand Station. 2. Interchange to the MRT line and head to MRT Chatuchak Park Station. 3. Interchange to the BTS line at Mo Chit Station and head to BTS Phaya Thai Station. There is another suggested option as follows: 1. (Cheapest way) Take bus A1 or A2 line to BTS Mo Chit, then turn and head to Phaya Thai Station. 2. (Convenient way) Go by taxi. The cost should be around 200 - 300 THB.
