I have the same "strategy" to maximize my dias. Good thing there are draws that overlap with the main event. I'm currently waiting for the Aspirant premium supply period before buying the Melissa Sparkle skin (349). I suggest buying good skins for your main heroes then buy according to rarity, effects and value.

I think the only best thing to spend the promo diamonds is spending on the all stars skins because those skins are limited event rather than the epic skins you mentioned.
