Time stop for just a few seconds really isn't all that impressive or useful even if you have a time stop fetish. It's worth noting that Star Platinum has a slightly higher ranking due to the utility of Star Finger, but probably not enough to place it a full tier higher than The World. D tier only because they aren't outright harmful.
