I feel like Hong Kong is a strange subject though, but maybe there's some political issue there that the talented writer of this song knows about, that we just haven't heard of yet because we're focused on the rest of the world. "You can decide what is right" is clearly a sarcastic claim that the tyrannical subject of the poem is allowed to decide for themselves what is right or wrong, followed with "Only the owner can send the operating infant" which clearly seems to indicate that the "owner" of the country can freely force people to work as soldiers or slaves, even when they're far too young. I'm not sure what "Make the ball" refers to, but perhaps it's talking about the planet itself - the globe, which this ruler then reshapes to make it seem as if the outside world doesn't exist, only the country they oppress, and that their control is infinite.
