Yes it's true. But generally at the end you will get those immortals for free.

I had to buy every immortal treasure because i couldn't get an arcana to spend my candies

Some immortals are cheap best way to buy them in market. If you have more candies it's ok. But there are another 2 acts that's why i will wait.
