It's great to hear Debra Wilson again since Sorla Khan (Personally I think they overdid it with the voice filters in this update) making her the second original actor after Jon Olson to transition over from Artifact; hopefully this is a great sign that Sorla Khan could also make a comeback.
In the game files, almost all voice lines are labelled as 'heroname_attack_01' or 'heroname_kill_04', but these files are labelled as 'queen_imperia_cw_already_forgotten', basically just the quotes.
Possibly, in my theory at least, is that Valve do not want to give too much information away about her yet, and might be releasing her as a full playable Hero at the 4th and final part of the Crownfall update.
