It's not a bug. The ability to cast spells from inside the pudge has been added so that an ally who has been eaten can get out of it, however, abilities that do not interrupt the castes of other interruptible abilities should also not interfere with this ability.

I doubt that it's working as it was intended That's why its "bug" You could call it "a feature" bcs some items/spells could be cast during channeling spells (bh shard/invis spells/glimmer/drums/shivas etc) but i really think that devs did account for this kind of behaviour You are supposed to not be able to act like in some kind of astral etc
