The bottom-top approach versus the top-bottom approach is a problematic debate. It needs a properly educated culture to understand that. Look. I was lucky to be a lost boy of Sudan. Kuol Manyang Juuk used to get those parents who refused to give up their sons whipped because they love them too much. I witness that at Makolcuei. -Sometimes, suffering is inevitable if you wanna see the change. Our parents suffered emotional pain and we, the Jesh Amer, got to Panyidu safe but had lost some. This life life was a journey, not a sprint and those who tried to sprint never saw the next day. It was hard and painful but the United Nations had always been there for us. Remember Pieng Deng Kual? A great leader indeed. That was from late 1987-1992, when Mengistu was being overthrown and so were we. We crossed Gilo River back to Pochalla when we were stationed at Golkur(about 30-45mins) walk from Pochalla. That was when I first witness human weakness, because the Dinka people are supposed to work hard and support each other, but each of us got 2 spoonful of beans. It was really funny, when you eat those spoons and run to the river and drink as much water as your gut could talk, you buff...Yan chi jaar, I buffed...and that had mental implications. When one buffs, it means that you're full even though the stomach still wants more but your minds isn't accepting it....that life...to respect what is right and do what unite us what Jesh El Amer stands for. Active leadership is needed, but without a proper link, there is no clear connection and therefore no proper communications.

Teaching primary pupils with University syllabus is not only failing the learners but failing both teacher and the intended learners.For South Sudanese capacity building must begins from the initial point where learning starts.

Capacity building in South Sudan during and after CPA was founded on a well intended ground. However, the level of expectations from the international community of the preexisting capacity in South Sudan was exaggerated or misconceived. There was too little or no preexisting initial capacity to be built onto. The best way South Sudan could have benefited from the well intended gift of capacity from the international community was to create capacity by funding a massive targeted scholarships for younger generation, building and supporting polytechnics for demobilized SPLA soldiers, and empowering private investors. This approach of capacity building could have empowered an informed citizenry rather than empowering kleptocracy. This was a big mistake.

..the comment, made by some, "We care more about your people than you", may not have been directed specifically to Francis Deng but to South Sudan leaders, especially the president and Riek Machar. The United Nations are tired about the lack of proper leadership that would unite South Sudan...are you up for the job or not?

The milk has already been spilt....because Dr. John Garang was always right, unity, not division was the best alternative...but the bucket was flipped and milk turned into blood....that is still flowing today.....
