you have to be 18yo to participate in a battle. Under 18 you can only do ALL the other stuff which is still a lot of things to do

No protective equipment is required because emphasis is placed on properly handling the prop weapons rather than relying on equipment regulations. One of the goals of larp fighting with foam weapons is to make entry as easy as reasonably possible. It does not cost money to larp fight with some discipline. And money is often cited as a barrier to entry for hobbies. Plenty of debate about that at various different larps. I was in the SCA in the USA where most fighting is done with rattan prop weapons and unpulled blows. Some protective equipment rules there clashing with period appearance meant some kit has to be hidden, then there would be arguments that the costs of protective equipment meant less financially secure people would be excluded. But just because something is not required does not mean you should not do it. I will almost always armor up and wear a helmet when I larp fight.
