Yep, they did the same in Chile. The US has always made shows for themselves; like TMNT and the like. But in Latin America there was none of that, and one of the cheapest cartoons to import came from Japan. Because of this, anime has been rooted in Latin American culture for at least 50 years. Needless to say, yes; Latin America is obsessed with Dragon Ball.

In the whole American continent, from North to South. As Latinamericans we grew up with the mexican dub of Dragon Ball, and it has a lot of really talented voice actors, like Mario Castañeda dubbing Goku per example, or Gerardo Reyero as Freezer, who also dubbed The Mask.

Dragon Ball really caught on when it arrived in our region around '95, there were previous attempts at bringing Dragon Ball some years prior but it wasn't as successful, but I think that arriving in the mid 90s was a sort of a blessing in disguise since that meant episodes could be broadcasted daily I still remember how popular was DB here in Argentina, my birthday party decorations were Dragon Ball based, I had a music cassette with the music from the series, but I think it's popularity exploded even further when the series got into the Z saga. Suddenly, the merchandise, official or bootleg, was everywhere. It was truly a magical moment DB, Pokémon, Saint Seiya, Sailor Moon, Digimon, Cardcaptor Sakura were amongst the most popular anime in the late 90s and early 2000s here

You should hear the latinamerican dubbed versions of dragon ball, with Mario Castañeda as Goku or Gerardo Reyero as Freezer, there are a lot of really talented voice actors.

Per example of latinamerican interpretations, in the movie home range, alameda slim was dubbed by the singer and actor Jaime Lopez. His interpretation of the yodlei in the scene of the cows being hypnotized was so incredible, that it even replaced the original one in a lot of non spanish dubs of the movie.
