You have to use a password in the Dragon Arena to unlock him (As a costume for Piccolo). You can also unlock Goku with halo and Trunks with saiyan armor.
In the original Japanese version, Cell's voice is consistent across all of his forms. That Cell changes how his voice sounds between forms despite keeping the same VA is an artistic choice by FUNimation. Unfortunately, this becomes a consistency issue in video games if Cell only has one set of voice clips to pull from (i.e. when each form does not have its own unique set of voice clips).
