I haven’t noticed that detail. Moncton is a very car centric city though.

I think sometimes the flashing lights are related to the frame rate of the video recording

I don't think it's the case. My best guess is that when a camera is filming at higher frame rates, some LED lights actually flicker because their frequencies aren't in sync. My experience is from video production and I've seen such lights many times. BTW, I'll be in Moncton July 2024 too
