You are absolutely right. Pakistan doesn't have enough resources to develop all the cities at this level. Therefore, most of the cities will remain underdeveloped if there's lack of equitable sharing of resources among all cities.

Please see Bahria town Karachi, that would give you feeling of Dubai or California... currently satellite towns are being built on the suburbs of Lahore, Karachi and Islamabad. Bahria town Karachi is 45 KM away from down town, Islamabad is having countless new towns which you can call city within a city, Lahore is growing faster than ever too. So it is not that Pakistan is not building new cities, but it is just that the focus right now in the Phase 1 is to build new cities around existing major cities and then go to tier 2 cities where i would say already same pattern is being followed in cities like Multan, Gujranwala, Faisalabad, Peshawar, Quetta, Gwadar, etc...

@@nadeembutt4021 yes I have seen bahria town of Karachi and Islamabad but they are not complet yet, so many construction area are stopped because of fund issues. But I was surprised when I saw bahria town... It's beautiful but so much still need to do... Good luck

Well Karachites have this problem of comparison like always so my answer is, Karachi is definitely economic hub & well developed but infrastructure wise Lahore is way ahead... Quality of life, Road network, transportation..
