The war in Ukraine has seen a proliferation of aerial drones for both surveillance and combat.
The military advantages of these relatively cheap systems are obvious - especially for a force taking on a more conventionally powerful foe - and there is nothing so useful to a soldier as knowing what lies over a hill.
But does the increasing sophistication of the technology point to a future in which artificial intelligence and autonomous weapons also become commonplace? And if that happens - what ethical questions might it raise?
For People and Power, filmmakers William Davies and Rory Challands went to find out.

Such technology had been used in Ethiopia's northern region, Tigray in a war that killed 1M people. So indeed drones are highly destructive. They were from UAE, Turkey and Iran.

I have been flying drones for a few years now. I get a thrill from the altitude and freedom to explore my planet in a safe and environmentaly manner than other modes. It is so sad we have to find yet another way to invoke pain and suffering by this means. Heck, if we want to wage war with drones, then let's be competitive about it and let the best drones win while we all drink a beer together and watch it all play out on TV. What a dream that would be compared to what is really happening today all over our beautiful planet.

If AI is bad because weapons should be "meaningfully controlled", how do you meaningfully control a landmine? Keep to a workable treaty on mines and then come back to me bout AI.

This was the first thing that came to my mind a few years ago when I saw drones for the first time, I knew that there would be trouble for the world in the future, first of all, it was clear that its military value would be discovered quickly, when I told my friends this way, they didn't take me seriously, they saw me as a toy to take photos and videos.

I remember setting up Wifi cameras in trees attached to cell phones to spot the police coming down our country roads (only way in and out). When drones first started being "a thing" my first thought was how useful the tech would be for clandestine surveillance: ie: police and military work. I didn't forsee them carrying grenades but it makes sense as a logical next step.

Not enough synchronicity between ground and satellite systems and the drones, we need an AI as an intermediatory. Then you'll see a more effective coordinated use of the drones.

The use of drones have revolutionized warfare, and because of drones we will see a quicker development of laser and energy weapon systems to engage the drones simply because missiles and weapons, like that, will not be economical. If you think about it, the simple use of inexpensive drones could become a missile defense system, defeating a multimillion dollar missile.

Autonomous machines don't "make their own decisions about whether or not to kill", any more than a phone decides to alert you to an incoming call, or an escalator chooses to take you up to the next floor.

Drones will become man’s favorite toy to man’s scariest reaper, it sort of makes me understand how people felt when aircraft first became armed and took away from the romantic scenic aspect during war times but also aircraft will always remain an eternal beauty , it would be fun to reverse engineer these things

How are drones more unethical than artillery and missiles? What is the difference ethically when one party ignores the Geneva Convention and commits "illegal" acts such as Russia attacking the civilian infrastructure and civilians directly. With no consequences to the perpetrators. While the academics and politicians discuss fine points and moral considerations and treaties, innocent people die. The US spends huge amounts to reduce collateral damage. The opponents in recent conflicts target the people that the US tries to protect. Both State and non State actors have access to the technology. Work must proceed to set boundaries especially for State actors with treaties and moral codes, and to develop counter measures. Restricting the commercial technology is needed, and consequences for State actors who flaunt the codes must be swift and decisive. The bombs used on Japan saved hundreds of thousands of lives on both sides, and resulted in the fear of use that has continued to today. AI drones will not have the same effects. We must get control today, and have counter measures to mitigate threats from rogues.

Drones in warfare are the Genie that can't be put back into the lamp! The sight of a Main Battle Tank (MBT) being stopped by an inexpensive, modified leisure drone dropping an Anti-Personnel Hand Grenade into an open crew hatch is hugely impressive and effective to the Defenders. The ability to engage enemy infantry at distance, before they reach the Defenders protects those Defenders from having to fight building to building.

When you consider the precision of 100 drones in a Fourth of July presentation to create a 3D image of three fighter jets over Tampa Bay you can understand the capability of an aircraft carrier converted into a drone platform launching a thousand drones at once. Sun Tzu never envisioned such in his book The Art of War.

Given that I currently question whether Ukraine's allies are having to rethink which artillery and ammunition Ukraine needs in light of Elon Musk pulling out some Starlink GPS support previously provided, I'm wondering about what tech designa are focusing on and accomplishing diversified ways&means for location targeting (detection plus responsive actions). What updated info can your offer re this? Re banning China-based DJI drones: International private sector sales will simultaneously make drones available for use in armed conflicts, but ceasing all private sales makes no sense. The military will find sources anyway. I agree banning DJI's private sales shouldn't occur, except for ones that could acquire data through walls (infrared & enhanced acoustic tech) and broadcast sensitive Nat'l security info to enemy forces, ... &/or support the weight of "accessory" devices that could perform similar functions (or worse). For better & worse, however, private sector delivery services are driving technology toward weight-bearing UAVs, thus military cyber-intel tech will ultimately have to keep ahead of privately owned UAVs long term. What the U.S. Congress-members who allocate resources must learn is how crucial educating our population about all cyber-security related advances is (and will continue to be) for the collective security of our Nation and it's allies. Any country that feels it needs military defense capabilities now needs ~ "cyber-armies", yet the U.S. continues to under-invest in educating our citizenry (and, worse, suffers from the influence of those who intentionally thwart efforts to educate the general public so that they can profit from the easier manipulation of voters). Very short-sighted, given that even massive accumulations of wealth cannot sculpt a sustainable "bubble" for their descendants' habitats vs preserving and improving the hard-earned liberties currently available. Though I envision drone warfare as more of a nightmare than as lower-casualty "dream warfare", I understand that others' drone uses mandate that we stay competitive. We need to ramp up cyber education en-masse (& funding thereof) beyond just UAV engineering, production using domestically-acquired (per country) materials, and applications, but also related diversification of methods for detecting and targeting specific coordinates. Annnnd, as if that weren't enough, any "cyber-army" must thwart attempts at proximal and distant hacking (incl data retrieval, data swapping, destructive sabotage, imbedding code, turning on built-in geolocation +/- audio-visual +/- broadcasting functions, Etc.) for ALL digital technology with abuse potential throughout our country (+/- cooperate internationally to disband coordinated networks of offenders). Then there's the need for oversight to limit abuses of such power. Nontrivial! ... Btw, have you heard the Ted-Talk RU-vid video wherein Elon Musk enthusiastically suggests how convenient it would be to integrate his NeuraLink Company's neural lace (hardwired into customers' heads) with the IoT (Internet of Things), likely controllable via his Starlink Company's global network of low-orbiting satellites?

The concept of prohibiting autonomous lethal robots is completely fantasy, it relies on a misunderstanding of the power of intergovernmental treaties like the Geneva convention. The reason we can ban poison gas in war, for example, is that it is not an effective weapon. Gas is horrible, traumatic, but hard to control, and relatively easy to counter. The prohibition of gas works because it's use might cause casualties but after the initial surprise does not solve a military 'problem' or create a real strategic advantage. It is not an effective breakthrough weapon like a tank. This is something in common with the enforceable elements of the Geneva convention: prohibition of stuff like torture that is not effective, cruelty that does not create advantage to the user is banned. Drones, and autonomous weapons create a meaningful advantage as demonstrated in multiple conflicts. This means they can't be banned, it is futile to try and suicidal for any nation to support the notion.

You can probably imagine a supply line completely automated; from mining equipment, to transport, to processing, to manufacture. What if this was all done by an AI system? What if that AI system decided it didn't want to treat humans like pet doggies; but instead treat them like pests like lice or termites. How long would it take the automated systems to kill every human on earth? Not too long?

Taiwanese production is pointless. They are an island which can be easily blockaded. Without US intervention, any factories located on the island will be out of parts/materials within a few months. Ha! Ha! Worldwide high tech industry is pointless if without Taiwan production and supply of semiconductors. The output of chips made in Taiwan accounts for more than 68% of the world, and the output of RF microwave power amplifier semiconductor accounts for nearly 80% of the world. The cost of semiconductor chip components accounts for more and more of the total manufacturing cost of modern armaments. Military chips, microwaves, and electronic components account for more than 60% of the total cost of modern missile manufacturing, and the remaining less than 40% of the cost is passive electronic parts, and mechanical/precision parts, warhead explosives, solid rocket propulsion and propellants, processing and manufacturing, quality assurance testing, etc. U.S. military enterprises have incorporated Taiwan’s military industry into the U.S. military’s weapon supply chain, entrusting Taiwanese manufacturers to produce Javelin anti-tank missiles, Stinger anti-aircraft missiles, HIMARS precision-guided rockets and tactical missiles, and Excalibur GPS precision-guided artillery shells, some of which are reserved for Taiwan’s own use. A large number of exports are sold back to the US military and supply US NATO allies. Most of Taiwan’s factories are modern, AI manufacturing, 24 hours automation production. Taiwan’s ammunition production line is unmanned auto-production line operating 24 hours, production cost is much less than US and European countries.

In Ukraine the Javelin was praised and it is indeed a very effective weapon but a drone fitted with an armor piercing round (like the Ukrainians improvised) is in many ways vastly superior. For one it’s about 1000 times cheaper than a javelin missile. Target doesn’t need to be in the line of sight. Which in turn won’t give away a soldiers position. It also has better range and can seek out targets. It’s essentially a poor man’s predator drone and Hellfire missile. Will be interesting to see what counter measures come about, but I have a feeling being infantry in todays and tomorrows battlefield will be quite deadly and spur development nations to move more towards robots to play an infantry role?

It's foolish to rail against "killer robots" as being an uncontrolled danger. Consider first the wildly uncontrolled dangers of artillery, mines, area bombing, and other tech that has been around for a century. If anything, automation will improve accuracy and decrease collateral effects.

It's a mistake to say that the US didn't "win" the war in Afghanistan. They got exactly what they wanted; hundreds of billions of dollars in defense spending, real-world weapons testing, and valuable military experience. It's foolish to assume that they intended to covert the country into a prosperous Christian democracy; it was merely a test range for military development exercises.

At least an A.I. Drone just kills you quick, mostly painless as it will be a perfect effiicent killer without the will nor need to go on a hateful vengance spree doing rape and torture on you it will not hold grudges, jealousy be judgmental, to be honest i think i would trust an ai robot over the government and people. If the twelve year old over the way is any thing to go by the future micro drone operators are already operating. To the drone buster thingy a per programme way points gets you to target by on board computer with Faraday cage. Cured add scans etc.....police need to knock drones down why? The first?

there is autonomous ground vehicle that does that, a 6 wheel ATV type, I think the UK has had it on trial for a few years. either for an equipment carrying or medical evacuations.

Drone warfare will be the future, they will be used for everything, they need drones that can sweep for mines and bombs and mark them on a map, we need drones made that can detonate these areas and most importantly we need drones that can clear buildings and eliminate the threats, we need them that can autonomously clear or watch any area and let you know immediately when it sees an enemy

Apparently the person advocating treaties is delusional to the point of stupidity. As nice as it would be if everyone could agree and follow such a treaty; that thought is at best wishful thinking. That assumes other Nations actually value life as you do. Look at how callously the Soviet Union is throwing away the lives of its own people. You seriously believe they would do more than play lip service to such a treaty? And where exactly does that leave us 10 years down the line after other Nations have been advancing such technology secretly. I mean if those Nations ultimately defeat us in War what use is such a treaty anyway? She obviously has never thought much on the concept of Pandora’s Box. And what about Nations who refuse to agree to such a treaty anyway? Treaties and laws all sound nice; but they ignore the human condition. Especially when such tech is so cheap and easy to manufacture. It’s the new Colt. The great equalizer.
