You should find a way to play back the video for such person immediately if they keep denying, especially when argument is involved this way, things can escalate. He may have agreed to settle the other man that called him aside.
For pranks like this, it's better to use props money and then give them the real money if they returned it, so that undeserving people like those garage touts won't get away with it.
