If you build a way station in KD West will you be able to retrain the dragons layers?

Given that it is a castle building, and KD West is a city, I'm certain that we'd need to "acquire" that Goblin hovel West of us and build a waystation there. Once that is done, it does indeed stand to reason that Dragon Slayers would be retrainable there :)

What do the chevrons do for units?

It's to show how much experience that unit has after every battle

@@RyukyuD_atrocity I never understood what they did or how they worked. I knew they represented experience but little else.

It's experience. Reaching a new tier of experience like bronze, silver, or gold will add 1 melee damage to a unit's stats for each tier reached. It also seems to improve ranged unit accuracy to some degree and may also improve unit morale.
