Rain clouds do not get rid of all of their moisture in the form of rain, only a portion; they also continuously regenerate over time. Ironically it'd be easy to argue areas "down stream" would receive more water, as the clouds we seeded would've traveled and grown over time.

In that research you have to determine the actual impact, short term & long term. So it is known to cause issues in limited studies, some of which can not be reproduced at levels higher than a standard deviation. So they "feel" it "could" cause issues...
