This is located at Emerald Fields Park nearby Hawthorne Lane and Kelly Drive in Dublin, Ohio. I believe it was installed in 2012, which is also when the playground it resides within was built. I remember going to this playground on a fairly regular basis when I was a kid, and seeing this thing wondering whether or not it was a siren. Well, just a few months ago I found out that it is indeed a siren (kinda). I saw a video on RU-vid from one of the local news channel that this thing goes off whenever it detects clouds that are capable of producing lightning.
Today, the weather forecast was calling for (potentially severe) thunderstorms during the evening and overnight hours until about 1:00 AM EDT. So I thought today would've been a good day to try to record this Thor-Guard going off for red alert and possibly all clear. After waiting for about 5 hours, it finally went off, and fortunately my camera was recording. It wasn't nearly as loud as I was expecting it to be. About an hour after it went off, I decided to head back home and not bother waiting for the all clear signal to sound, as it probably wouldn't have sounded all clear until after 9:00 PM, and the park closes at dusk anyway. I may come back at some point in the future to record this thing going off for all clear, but I'm very glad that I finally got my first recording of a Thor-Guard going off.
