The councils modified tool was one of the best bpo's in the game specially for logies that died alot, you were able to repair 3 people at the same time but since you could do that, the repair rate was slow and the distance was short, but with the bonus of the Minmatar Dropsuits that wasn't a problem. Paired it with a bpo weapon such as a Quafe Combat Rifle and it meant profit!!! you could also equip it on a Apex Dropsuit to make some ISK!!!
